I expected a campaign notification email to go to my learners but nobody has received it.

 First, verify that the campaign’s status is Active, not Scheduled. The system won’t send notifications until the campaign becomes active. 

If the campaign is active, check your notification settings to make sure they’re configured correctly. If both the campaign and notifications are set up properly, contact your IT department. Ask them to check if spam filters are blocking the notification emails.
