I expected a learner to have been assigned training but they did not receive the assignment.

Start by checking the assignment list on the user’s profile page. If the assignment isn't there, verify that the user’s status is Active. Next, verify that they belong to a group connected to the campaign

If the user is active and a member of a group connected to the campaign, their assignment is likely awaiting approval. Read Assignment Changes in Campaigns for more information.
